What are EVV requirements?
According to medicaid.gov, each state is required to implement an EVV system for personal care services (PCS) and Home Health Care Services (HHCS) under the 21st Century Cures Act. States that fail to do so by the required deadline will be “subject to incremental reductions in FMAP up to 1 percent,” although states “can submit a request for good faith effort exemption.” This law also applies to services that include PCS or HHCS.
What are Minnesota EVV requirements?
The state of Minnesota is a “hybrid EVV model”. According to the Minnesota Department of Human Services, this means “providers may choose the state-selected EVV system or a third-party EVV system that meets state requirements.”
The Minnesota Department of Human Services will begin enforcing EVV compliance effective Sep. 1, 2024. This deadline is “for all providers, regardless of payer, including financial management services (FMS) agencies and managed care organizations (MCOs).” (source)
